A government is a big complicated apparatus, and sometimes parts of it work at cross-purposes. That seems to be what happened this week when the Canadian Radio-television and Telecommunications Commission ruled that Globalive Wireless Corp. is not Canadian enough to run a cell-phone network in this country. Much of Globalive’s capital comes from an Egyptian company.
